The city of Tsukubamirai in Ibaraki Prefecture is set to implement a groundbreaking initiative by placing foreign assistant language teachers (ALTs) in all kindergartens and day care facilities starting in fiscal 2025. This initiative aims to introduce English education to children before they begin elementary school, fostering global communication skills from an early age.
Expansion of English Education in Tsukubamirai
Previously, ALTs were stationed at only three public kindergartens since fiscal 2023. However, the city has now decided to expand the program to all kindergartens and day care centers, including private institutions. A total of 22 ALTs, including teachers from the Philippines, will be assigned to 22 facilities across the city. These teachers will work seven-hour shifts, engaging children in English activities not only during structured lessons but also in daily interactions, helping them develop familiarity with the language naturally.
The Tsukubamirai education board has been designated by the Ministry of Education, Culture, Sports, Science, and Technology as a participant in the "special curriculum school" system, which integrates English classes from the first grade of elementary school. However, many students entering public schools from private kindergartens and day care centers had difficulty adjusting to sudden English instruction. This new approach aims to bridge that gap and ensure a smoother transition to primary education.
Mayor Hiroshi Odagawa stated in a press conference on February 21, "We want to make sure that students can use English by the age of 15, up to which compulsory education lasts." The program reflects the city's commitment to preparing students for a more globalized future.
Similar Initiatives in Tokyo’s Minato Ward
A similar initiative is also being introduced in Tokyo’s Minato Ward, where native English teachers will work at all municipal kindergartens. These teachers, hired through an agency, will work six hours a day, three days a week. The goal is to foster international understanding by encouraging children to interact with native English speakers in a natural, engaging way through games and daily activities.
The project began as an experimental program at Takanawa and Azabu Kindergartens, receiving positive feedback from parents and educators. Children demonstrated increased confidence in communicating in English, prompting the ward office to extend the program to all 12 municipal kindergartens starting in May 2024 (Yomiuri Shimbun, May 1, 2024).
